How To:
First blow the Yellow Latex Balloons up. Then cut out three large circles out of black construction paper, make sure the circles are all the same size. Then cut out three medium sized circles out of the white construction paper. Cut three small circles out of the black construction paper. Tape the smallest black circles in the white circle. Then take the white circles and tape them into the large black circles to create an eye. Cut our a long strip out of the black construction paper. Tape the eyes onto one balloon, and then add the long black strip to a balloon that has only one eye. Once the eyes are in place draw a mouth on the minion.
