It's confetti! It was a good size and "Happy Anniversary" are together on a piece. There aren't "happy" and then "anniversary" pieces. Due to this being a 'larger' piece of confetti, you might want to order a few more packs. I mixed mine with hearts and 50s.

I have been looking for party decorations everywhere, they had exactlly what I was looking for and the price was really good. The only thing was was a really problem was the shipping cost and I almost canceled my order because of that. When I got my order, it was in this hugh box, that wasn't necessary and I feel if they want to make more people happy they can lower the cost of shipping.
