Punxsutawney has an entire group of handlers that dress very dapper in black top hats to escort him out of his hole. History of Groundhog Day
While there are several different versions of the story, Groundhog Day is generally believed to be a day when a groundhog will come out of his hole or burrow for the first time of the year to see what the weather is like. If the groundhog sees his shadow, because there are no clouds and a it's a windy day, he jumps back into his warm lair for another 6 weeks. If he doesn't see his shadow, then there are most likely moderate temperatures and milder weather due in the near future. Since everyone knows that groundhogs are skittish creatures, it only makes sense that they would be scared of their own shadows and frightened right back into their burrow, providing us a fool-proof weather forecasting tool.
